This qoute is about somebody who goes out of your life and comes back to you when you least expect it. You never saw him coming back and your not ready with it so there is a feeling of the "blood rush".
Since that is what you wanted so your mind tells you to give in exactly to it. The pleasure of having him around again gives you that same old feeling of being in love with this person. You cannot wait for what will happen next and you are so excited that every minute you feel like your minds gonna blow. You heart beats so fast, your mind thinks a lot that makes the "overkill".
